2025-2026 Fall Program Change Applications for International Students
Dear Students,
Applications are invited from current international students wishing to change their degree programs in the 2025 Fall semester.
Application Terms and Conditions
- Applications are submitted online via the Student Information System (SIS). Applicants must complete and submit the “2025-2026 Fall Semester Undergraduate Program Change for International Students Application Form” available under the “Applications -> Secondary Program / Minor / Horizontal Transfer Applications” tabs.
- Students maay choose only one program.
- Applications not submitted through the Student Information System will not be considered.
- All of the required fields on the application form must be accurately filled out. Application documents must be attached to the application form either in the jpeg or pdf format. Documents will be accepted so long as they are attached to the online form. Documents mailed by post or courier services will not be accepted.
- Incomplete applications will not be processed. Should it be subsequently determined that a student has been admitted based on incomplete, inaccurate, misleading or otherwise falsified/forged documents and statements, or should a student fail to provide the original copies of the required documents to the University at the time of enrollment, the student will not be enrolled, and, if enrollment has already been completed, the enrolment will be revoked, regardless of the semesters the student has studied at the University.

General Rules for Program Changes
- Program change applications can be submitted by students who are currently registered at the University. Students on leave of absence or unregistered students are also eligible for application to change their programs.
- Programs can be changed only once.
- Among students who are currently registered in the English Preparatory Program, those who wish to change from their current degree program to another English-medium degree program do not need to take the Placement and TRACE examinations again. These students will continue the English Preparatory Program from their current level onwards. Students who are currently pursuing their undergraduate studies will retain their language proficiency which they previously proved. These students may directly start their undergraduate courses in their new programs.
- Students who change to another degree program at the University must pay the current tuition of their new program which corresponds to their year of admission to the University.
- Students who change their degree programs (excluding students who change to the Professional Flight Program) retain their admission scholarship under the same terms and conditions as before in their new programs. The remaining term of their scholarship, if any, will be calculated based on the period of study students spent in their previous program since their enrolment. Please also note that the term of scholarship cannot exceed the maximum term of scholarship specified in the year when students were first admitted to the University.
- Students who have not received their equivalency certificate yet cannot apply for program change.
- Students who have exceeded their maximum period of study are not eligible to apply for program change. These students must submit a new application.
Additional Requirements By Programs:
- International students wishing to change from their current programs to Law must first prove their Turkish proficiency with a language certificate. To prove their Turkish proficiency, students must obtain at least B1 (Intermediate) level score in the Turkish Language Proficiency Examinations administered by TÖMER or any other examination centers accredited by the Higher Education Council. The exam results must be still be within their period of validity at the time they are presented to the University. The Turkish language proficiency requirement is not applicable to students who completed their secondary education in Turkish-medium institutions in Turkey over the past three years.
- Required Documents for Students to Register in the Undergraduate Aviation Management Program:
- Archived Criminal Record Check: Original copy of 1 archived criminal record check issued within a month before enrollment by chief public prosecutor’s offices (For Turkish students only). The criminal record check must document that the student does not have any prior criminal record or conviction that might preclude him/her from entrance to Turkey at the airport. (Obtainable from the e-government system via the Criminal Record Certificate Request Form.) To obtain an archived criminal record check, please chose “Public” in the “Institution Type” section, and “Other” in the “Purpose of the Document” section.)
- Medical Board Report: To have a clean bill of health (medical certificate) issued within the last six months by a general hospital which confirms that the holder does not have any medical problems (i.e. hearing impairment, visual impairment) which might prevent him/her from serving as an Aviation Manager and/or fulfilling the roles and responsibilities of Aviation Manager.
- Required Documents for Students to Register in the Undergraduate Professional Flight Program:
- Residence Certificate: (Obtainable from e-government as a barcoded document.)
- 13 Photographs: 13 passport size biometric photographs taken within the past one month (can be presented during registration)
- Archived Criminal Record Check: Turkish nationals must submit the originals and a copy of 2 archived criminal record checks issued within a month before enrollment by chief public prosecutor’s offices. (Obtainable from the e-government system via the Criminal Record Certificate Request Form.) To obtain an archived criminal record check, please chose “Public” in the “Institution Type” section, and “Other” in the “Purpose of the Document” section.
- Class-1 medical certificate issued in compliance with the ICAO medical provisions in Annex 1: Original and copy of Class I health certificate in accordance with the ICAO Annex-1 Class 1 decree received from hospitals authorized by Directorate General of Civil Aviation. The list of authorized aviation medical centers can be found on the official website of the DGCA. It is compulsory and under the responsibility of students to convert the health report from the competent aviation medical center to a certificate. You can reach the procedures for converting the health report to the certificate on the official web page of DGCA. First class health certificates will be returned to you after being compared with the original one and you will have the responsibility of renewing and delivering the copy to the Faculty of Aeronautics and Astronautics every year during your studies. We would like to remind you that the relevant health certificate can only be obtained from Turkey and the enrollment procedures of students who do not have the Class I certificate will not be completed. Therefore, you should make your travel plans to Turkey in a way that you can obtain the relevant document and present it during enrollment.
Assessment and Enrollments
- The assessment results are sent to your OzU email with the extension ozu.edu.tr on the dates announced in the application-admission calendar.
- Students whose applications have been approved must submit their “intent to enroll” to Student Services within the dates announced in the application-admission calendar, and must register in their new departments within the announced registration dates.
- Registrations of students who confirm their intent to enroll will be completed by Student Services. These students do not need to submit any documents or come to the University for registration in their new programs.
- Failure to submit the intent to enroll within the specified dates will result in forfeiture of the right to change programs.
Tuition and Scholarships
OzU students who transfer to another degree program at the University must pay the current tuition of their new program which corresponds to their year of admission to the University. Please check the Fees and Payment page on the University website for the tuition and payment methods which apply to you based on your new program and the year of your admission to the University. Please check the Scholarships and Financial Support page for more information about available scholarships and their terms and conditions.
OzU students who change to another undergraduate program within OzU (excluding those who change to the Professional Flight Program) may retain their admission scholarships under the same terms and conditions as before. The remaining term of the scholarship, if any, will be calculated based on the period of study students spent in their previous program since their enrollment. Please also note that the term of scholarship cannot exceed the maximum term of scholarship specified in the year when students were first admitted to the University.
In addition to the tuition, students must pay all of the additional fees, if any, required in their new programs (i.e. flight fee, uniform fee, knife set fee etc.). Additional fees must be paid by all students, regardless of the students’ existing tuition waivers or scholarships (students with no scholarship, partial scholarship, and full scholarship), based on the amounts, and the payment terms and conditions set for the current academic year in which the students transferred to their new programs. Students who transferred to a new program at the University are not refunded for any additional fees they paid in their previous programs before the transfer.
Grade and Credit Transfers & Period of Study
- Among the courses taken and successfully completed in the previous program by the students whose applications were accepted and who confirmed their intent to enroll in their new programs, the final decision about courses to be waived in the new program and the required grade and credit transfer for such courses is made by the respective Faculty / School Executive Board.
- Among the courses the students took in their previous programs, the grades and credits of waived courses are transferred to the students’ new programs as is. Courses taken with different codes are evaluated in terms of their equivalency for the credit and grade transfer.
- The language of instruction of courses taken and successfully completed by the student in his/her previous program must satisfy the language of instruction requirements of the exempted courses in the new program.
- Based on the total credits of exempted courses, the number of semesters is calculated. 30 ECTS credits given for exempted courses correspond to a semester. The number of semesters deemed completed is counted towards students’ period of study. If the calculated number of ECTS credits is between 24 and 30, then one semester will be deducted from the student’s period of study. If the ECTS credits amount to less than the full multiples of 30, and the remainder is between 24 and 30, then one more semester will be deducted from the student’s period of study.

General Rules for Course Exemption
- The language of instruction of the courses taken and successfully completed by the students in their previous programs at the University must satisfy the language of instruction requirements of exempted/waived courses in the students’ new programs at OzU.
- Students with exempted courses must attend the University as registered students for at least two semesters, and complete at least 60 ECTS credits within this period in order to be eligible for graduation.
